IMPLEMENTASI UNDANG-UNDANG NO. 17 TAHUN 2023 TENTANG KESEHATAN TERHADAP PELAYANAN KESEHATAN UNTUK PENCEGAHAN DERMATITIS DI PUSKESMAS AEK KOTA BATU

Latar Belakang: Dermatitis merupakan salah satu penyakit kulit yang banyak dijumpai di pelayanan kesehatan primer dan berdampak pada kualitas hidup penderitanya. Puskesmas sebagai garda terdepan memiliki peran strategis dalam pencegahan, terlebih setelah hadirnya Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan yang menekankan pendekatan promotif dan preventif.Tujuan: Penelitian ini bertujuan untuk mengevaluasi implementasi Undang-Undang Nomor 17 Tahun 2023 terhadap pelayanan kesehatan dalam pencegahan dermatitis di Puskesmas Aek Kota Batu.Metode: Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Informan terdiri dari kepala puskesmas, tenaga kesehatan, dan masyarakat penerima layanan, yang dipilih melalui purposive dan snowball sampling. Data diperoleh melalui wawancara mendalam, observasi, serta telaah dokumen, lalu dianalisis secara tematik menggunakan kerangka implementasi kebijakan Edwards III. Hasil: Implementasi UU Kesehatan terlihat dalam penguatan kegiatan promotif dan preventif, seperti penyuluhan kebersihan kulit, edukasi di posyandu, serta kunjungan rumah. Tenaga kesehatan merasa lebih percaya diri melaksanakan program pencegahan karena adanya dasar hukum yang jelas. Namun, keterbatasan media edukasi, pencatatan kasus yang belum spesifik, serta kendala sosial-ekonomi masyarakat menjadi hambatan. Partisipasi masyarakat mulai tumbuh, meski belum merata. Kesimpulan: Implementasi UU No. 17 Tahun 2023 telah memberi arah baru bagi pencegahan dermatitis di Puskesmas Aek Kota Batu, meski belum optimal. Diperlukan penguatan kapasitas tenaga kesehatan, perbaikan sistem pencatatan, serta pendekatan edukasi yang lebih kontekstual agar kebijakan benar-benar berdampak pada penurunan kasus dermatitis di masyarakat.
Background: Dermatitis is one of the most common skin diseases found in primary health care and significantly affects patients’ quality of life. Community health centers (Puskesmas) play a strategic role in prevention, especially after the enactment of Law No. 17 of 2023 on Health, which emphasizes promotive and preventive approaches. Objective: This study aims to evaluate the implementation of Law No. 17 of 2023 on Health in preventive services for dermatitis at Aek Kota Batu Community Health Center. Methods: This research employed a qualitative case study design. Informants included the head of the community health center, health workers, and service users, selected through purposive and snowball sampling. Data were collected through in-depth interviews, observations, and document reviews, then analyzed thematically using Edwards III’s policy implementation framework. Results: The implementation of the Health Law has been reflected in strengthened promotive and preventive activities, such as skin hygiene counseling, health education at posyandu, and home visits. Health workers felt more confident in carrying out preventive programs due to the strong legal foundation. However, limitations remain in terms of educational media, non-specific case recording, and socioeconomic barriers among the community. Community participation has started to grow, though unevenly. Conclusion: The implementation of Law No. 17 of 2023 provides a new direction for dermatitis prevention at Aek Kota Batu Community Health Center, although it is not yet optimal. Strengthening the capacity of health workers, improving recording systems, and adopting more contextual educational approaches are needed to ensure the policy has a real impact on reducing dermatitis cases in the community.
