TATA KELOLA PEMERINTAHAN DAERAH YANG BAIK (GOOD GOVERNANCE) DI KANTOR GUBERNUR SUMATERA UTARA

Abstrak

Penyelenggaraan pemerintahan daerah yang baik (good governance) menuntut adanya perangkat hukum yang jelas, konsisten, dan partisipatif. Dalam konteks tersebut, Biro Hukum Sekretariat Daerah Provinsi Sumatera Utara berperan penting dalam mengawal kualitas hukum daerah agar setiap kebijakan publik memiliki legitimasi dan sesuai dengan prinsip transparansi, akuntabilitas, efektivitas, dan partisipasi masyarakat. Dasar hukumnya meliputi Pasal 18 UUD 1945, Undang-Undang Nomor 23 Tahun 2014. Penelitian ini bertujuan menganalisis peran Biro Hukum tata kelola pemerintah daerah (Good Governance) di Kantor Gubernur Sumatera Utara dan Penerapan prinsip good governance di Pemerintahan Provinsi Sumatera Utara dengan menggunakan metode penelitian hukum normatif. Hasil penelitian menunjukkan bahwa Biro Hukum berperan dalam penyusunan, harmonisasi, dan pengendalian produk hukum daerah, serta mendorong transparansi melalui digitalisasi regulasi. Kendala utama terletak pada keterbatasan sumber daya manusia dan koordinasi antarperangkat daerah, sehingga diperlukan penguatan kapasitas dan pemanfaatan teknologi digital untuk meningkatkan efektivitas dan akuntabilitas pemerintahan daerah.

The implementation of good governance requires a clear, consistent, and participatory legal apparatus. In this context, the Legal Bureau of the Regional Secretariat of North Sumatra Province plays an important role in overseeing the quality of regional law so that every public policy has legitimacy and is in accordance with the principles of transparency, accountability, effectiveness, and community participation. The legal basis includes Article 18 of the 1945 Constitution, Law Number 23 of 2014. This study aims to analyze the role of the Legal Bureau in the application of good governance principles in the North Sumatra Provincial Government using normative legal research methods. The results of the study show that the Legal Bureau plays a role in the preparation, harmonization, and control of regional legal products, as well as encouraging transparency through the digitization of regulations. The main obstacle lies in the limitation of human resources and coordination between regional apparatus, so it is necessary to strengthen capacity and use digital technology to increase the effectiveness and accountability of local governments.
