ANALISIS PENGANGGARAN MODAL PROYEK DISTRIBUSI AIR MINUM DI PDAM TIRTA ADRIAN NABIRE, PROVINSI PAPUA TENGAH

Abstrak

Implementasi infrastruktur yang mencakup investasi dalam jaringan pipa distribusi dan pembangunan reservoir di Telaga Mamay membutuhkan alokasi modal yang besar. PDAM Nabire dan anggaran dari APBD Pemerintah Kabupaten Nabire sebagai pemilik perusahaan tidak mencukupi untuk membiayai proyek tersebut sepenuhnya. Oleh karena itu, sumber pendanaan tambahan dalam bentuk pinjaman modal diperlukan untuk mendukung proyek ini. Penelitian ini bertujuan untuk mengevaluasi kepastian pendanaan modal dalam proyek distribusi air bersih oleh PDAM Tirta Adrian Nabire dengan melibatkan PDAM Tirta Adrian Kabupaten Nabire sebagai narasumber utama. Aspek-aspek kelayakan yang diteliti meliputi manajemen sumber daya manusia, aspek teknis, pelayanan, dan keuangan. Berdasarkan hasil pembahasan dan uji coba dalam penelitian ini, disimpulkan bahwa investasi proyek PDAM dalam Sistem Penyediaan Air Bersih memenuhi kriteria keuangan dengan biaya investasi sebesar 25 miliar rupiah, komposisi modal 6% (1,5 miliar rupiah modal PDAM dan 94% pinjaman sebesar 23,5 miliar rupiah), NPV sebesar 51,038,234,444, dan IRR sebesar 21,90%. Selain itu, hasil analisis SROI menunjukkan bahwa proyek ini memiliki SROI Ratio sebesar 2,91. Artinya, setiap satu Rupiah yang diinvestasikan dalam proyek ini menghasilkan sekitar 2,91 Rupiah dalam nilai sosial bagi masyarakat. Dengan demikian, kesimpulan dari analisis ini menegaskan bahwa proyek infrastruktur air bersih PDAM Telaga Mamay memiliki dampak ekonomi dan sosial yang signifikan serta layak untuk dilaksanakan.

The implementation of infrastructure, including investments in distribution pipe networks and reservoir development at Telaga Mamay, requires significant capital allocation. The PDAM Nabire and the budget from the Nabire Regency Government as the company owner are insufficient to fully finance the project. Therefore, additional funding in the form of capital loans is needed to support this project. This study aims to evaluate the certainty of capital funding in the clean water distribution project by PDAM Tirta Adrian Nabire, involving PDAM Tirta Adrian Nabire as the main information source. The feasibility aspects examined include human resource management, technical aspects, service, and finance. Based on the results of discussions and testing in this study, it is concluded that the investment in the PDAM project in the Clean Water Supply System meets financial criteria with an investment cost of 25 billion rupiahs, a capital composition of 6% (1.5 billion rupiahs from PDAM's own capital and 94% loans totaling 23.5 billion rupiahs), NPV of 51,038,234,444, and an IRR of 21.90% Furthermore, the SROI analysis results show that this project has an SROI Ratio of 2.91. This means that every one Rupiah invested in this project generates around 2.91 Rupiah in social value for the community. Thus, the conclusion of this analysis confirms that the Telaga Mamay PDAM clean water infrastructure project has significant economic and social impacts and is worthy of implementation.
